OBC reservation in institutions to spread over six years
New Delhi: The period of implementation of a law giving 27 per cent reservation for OBCs in admission to Central Educational Institutions is likely to be spread over six years instead of three years as originally planned.
Unable to expand infrastructure in institutions to increase the seats for implementation of Central Educational Institutions (Reservation in Admissions) Act, the government wants to extend the period of implementation from three years to six years.
The Act has been implemented in over 100 CEIs from 2008-09 academic session. As per the plan, the government was supposed to phase the expansion of facilities over a period of three years to be completed by 2011-12.
“Now it appears that the Act cannot be implemented during the three-year time as the expansion of infrastructure could not be carried out in institutions. The government will bring an amendment to the Act,” a HRD ministry official told PTI.
The expansion of infrastructure has not been carried out in most of CEIs like the IITs, IIMs, Central Universities and Centrally Funded Technical Institutions.
“Creation of infrastructure involves a huge process like seeking clearance from various urban and local bodies. This takes time,” the official said. Parliament passed the Act in 2006 and the law was notified in January 2007.
However, it was implemented from 2008-09 after the Supreme Court upheld the constitutional validity of the 93rd Amendment (Article 15(5)) of the Constitution in so far as the Central Educational Institutions, established, maintained or aided by the Central Government are concerned.
All CEIs are supposed to increase their seats by 54 per cent to implement the 27 OBC reservation over three years by expanding the facilities. |
